It's jus a cover for the sender unit why it has a drain I don't know

this is a kind of recovery cup , If ever the fuel starts leaking from the sender unit under the thank , it will not drop on the hot engine ans set fire ,
but drain into the recovery cup , then through the attached pipe , then safely on the ground .....
there is the same kind of device on the japanese domestic version of Suzuki RG500/RG400 .
