KR-1R fuel starvation from carbs to cylinder head

Has anyone got any theories or suggestions on why we have fuel going to the carbs but not moving forward to cylinder head? The bike only starts when we manually put fuel down the cylinder. Alternatively does anyone know where I can download a KR-1R manual? Nothing on Kawasaki website!
Thanks

if no mixture is goinig above the cylinder, it can only mean 2 things :

1/ the crankcase isn't performing it's pump function.
that both would fail completly at the same time is very odd. Did the engine run before ? did you rebuilt it ? what's the history ?

2/ the carb isn't performing it's "making mixture" funktion.
but again : that both would fail completly at the same time is very odd. same questions as above.

.
.
how do you know if the carb bowls arent completely full of corrosion?
fuel might be in the line but not passing the float valve.
if its sat for long time the float hinge etc could be rusted gummed no releasing the valve.

There could be several causes, such as a knackered centre crank seal or rings. Have you done a compression test?
